Supporting  the citizen innitiated World Service Corps congressional proposal

            WE, the………………, hereby proclaim our support for the citizen initiated World Service Corps proposals www.worldservicecorps.us ….

 

          WHEREAS, as of June 2005 the estimated tax revenues by ….county (city, state) for the the Iraq war is $288.5 million, and

 

WHEREAS such expenditures have drastically reduced local government’s ability to  deliver  quality community service, including safety programs needed in these increasingly dangerous times, and

 

WHEREAS we have increasing needs for skilled volunteers to deal with conservation, calamities, environmental catastrophes, educational enhancements, and

 

WHEREAS much of the underpinnings for today’s terror war lies in the needs, prejudices, ignorances, and hatreds that exists in today’s global village, and

 

WHEREAS those underpinnings drive some of our leaders into short sighted policies that drive our nation into expensive military entanglements, tragedies and wars, and

 

Whereas such wars cause the safety and quality of life in our local communities to be endangered and weakened, and

 

WHEREAS Americans are good at entering into unknown and dangerous frontiers and using their skills and team building abilities to peacefully and productively make life better, and

 

WHEREAS this era of terrorism places all Americans and world citizens into a new dangerous frontier that requires innovative approaches that address needs, prejudices, ignorances, and hatreds other than just militarily trying to overcome those global village problems, and

 

WHEREAS the spiraling growth of terrorism and the ability of terrorists to increase their recruiting streams requires a robust response, and

 

WHEREAS the World Service Corps proposals offer Americans the opportunity to combat terrorism with peaceful and productive skills, courage, and determination that Americans have always exemplified as a model to the world, and

 

WHEREAS a one million strong WSC offers a cost-effective and robust answer to the increasingly alarming and costly spread of terrorism as well as poverty, and

 

WHEREAS such WSC service in the classroom of the world will dramatically increase our understanding of the world and thereby decrease the likelihood of our nation making costly policy mistakes in the world, and

 

WHEREAS the WSC proposals, as reflected in the missions of the recognizable core organizations and the other organizations of similar efficiency that likely will be added, offers peaceful, productive, voluntary service to Americans aged 18 and over, and

 

WHEREAS Marin County endorse these proposals under the peaceful, productive uses for which the WSC is proposed and in no way endorses the manipulation of these proposals to turn them into military uses,

 

NOW, THEREFORE, BE IT RESOLVED that the …….   on …………  urges the people of the ………….. to support the World Service Corps proposals (www.worldservicecorps.us ), other local governments to pass similar Resolutions, Congressional representatives from across the nation to introduce and cosponsor the proposals, and urges prompt passage of the proposals into law.  ……

Whereas the World Service Corps (WSC) would put one million Americans voluntarily serving in pockets of need at home and abroad and,

 

Whereas the WSC prepares us to better respond to the devastations of hurricanes, earthquakes, and terrorist attacks and,

 

Whereas the WSC will reduce the growing Ugly American image, terrorist recruitment, poverty, substandard housing and living conditions and,

 

Whereas the WSC cost effectively  produces more skilled, can-do Americans with a deeper understanding of domestic and international policy needs and,

 

Whereas the WSC’s financial incentives to inspire volunteerism produces education payments (or Medical Savings or IRA Account investments) upon service completion and thereby helps raise our knowledge and competitiveness in the world and,

 

WHEREAS a one million strong WSC serving over a 20 year sunset consideration clause offers a cost-effective and robust answer to the increasingly alarming and costly spread of terrorism as well as poverty and misunderstanding, and

 

WHEREAS such WSC service in the classrooms of the world will dramatically increase our understanding of the world and thereby decrease the likelihood of our nation making costly world and domestic policy mistakes, and

 

WHEREAS the WSC proposals, as reflected in the missions of the recognizable core organizations, offers peaceful, productive, skill building voluntary service to Americans aged 18 through 60+ in a time when Americans have shown their desire to do such service, and

 

WHEREAS as of June 2005 the estimated contribution by Marin County’s citizens in tax revenues to the Iraq war is $288.5 million, and

 

WHEREAS such expenditures have weaken our Marin’s ability to enlarge our first responders, to strengthen our schools and infrastructure, and

 

WHEREAS such WSC service in the classroom of the world will dramatically increase our understanding of the world and thereby decrease the likelihood of our nation making future costly policy mistakes,
