As a respected senior member of the Appropriations Subcommittees on Foreign Operations and Defense, you have been particularly attentive to the reconstruction of Iraq, international terrorism, Mideast tensions, human rights, religious persecution, and how best to address these issues through our foreign aid budget.

I hope upon reviewing the faxed WSC proposal you will see how this “innovative foreign assistance initiative”, which your Senate work champions, helps stem terrorism, improves prospects for Mideast and world peace, enhances human rights, and will dramatically reduce our military/security costs. With the respect you carry in Congress, your herein requested co-sponsorship of this proposal would be particularly helpful and would further the goals your work has long pursued.
